  Ensure that the entry of the language_name column in the 'ADMIN_LANGUAGE' table is in English. Sometimes, if the entry of this column is non-English (for e.g. in Spanish) then logging-in with Spanish will have improper label values, utilities etc.

  Verify the application log for any exceptions. Ensure that the tomcat service is active. If not, restart it by verifying if the services is up and running

  No, a user has to be assigned a Role to login to the application. So if a user is unable to login to the application, make sure the User is assigned to a Role.
