Why is the Dashboards refresh not happening automatically?

We have now incorporated a property such that the dashboard refresh happens automatically to all users. ( arc.dashboard.cache = no). Navigate to the mentioned property in arc.property and do the changes as per the requirement. Remember to do the re-cache change to take into effect.
