The newly created alerts does not list under 'My Alerts' pane and also does not show up on the dashboard. How can I solve this?

Possible reasons: a) Verify if there is any exception recorded in the Application log if the alert execution was correct b) If the alert frequency to execute is chosen as 'schedule now' then, the alerts do not list under 'My alerts' c) This problem can also occur due to the presence of older jobs that would have been migrated when ARC is upgraded. Try clearing older jobs.
